Moratorium placed on subdivision

The Robertsdale City Council voted Monday night to place a moratorium on permits within Cardinal Hills Phase IV, until Aug. 21.

At the June 18 meeting, the council voted to change the zoning on the 12-acre tract from RMH, residential mobile homes, to R-1, residential, at the request of owner Mary White. The change was approved by the town’s planning board.

Mayor Charles Murphy told the council Monday night that White had failed to supply names of the adjoining property owners.

Councilman Joe Kitchens, who serves on the planning board, said it is the responsibility of the property owner who is requesting the zoning change to supply a list of all adjoining property owners.

After discussions with Robertsdale City Attorney Ken Raines, the council made the decision on the moratorium.

Kitchens said the moratorium includes mobile homes and houses, since some of the adjoining property owners, who were not notified of the proposed zoning change, had planned to place mobile homes on lots which had been rezoned to R1.

“The moratorium gives our attorney time to research this and it gives us a chance to resolve it,” Kitchens said.

The council voted to suspend the rules and then passed a resolution to accept an Alabama Department of Transportation and Federal Highway Administration transportation grant for the sidewalk project on Palmer Street and Highway 104.

In other business, the council:

— Paid bills in the amount of $642,326.15.

— Accepted a bid from Hagan Fence of $39,222.86 for fencing at the ballpark.

— Accepted a bid from R&S Paving of $142,663.15 for work on the parking lot at the ballpark.

— Accepted a bid from Southern Maintenance for irrigation and sod at the ballpark for $43,848.97.

— Tabled the bid project for piping materials until the July 16 meeting.

During the work session prior to the meeting, the mayor and council discussed hosting a “Progress Tour” of the city Aug. 23.

Murphy said the tour will give citizens a chance to tour by bus the city’s departments, the new ballparks, water facilities and buildings, ending with a tour of City Hall.
