Foley City Council

Foley City Council approved a low bid Monday for an intersection improvement project that includes right turn lanes at Ala. Highway 59 at Azalea and Michigan avenues and a traffic signal at U.S. Highway 98 at Hickory Street.

The low bid from Gulf Equipment was $1,118,799 and below Volkert & Associates' estimate for the three intersections. City engineer John Gates said the Highway 98/Hickory intersection would get first priority.

Also approved was a resolution approving an FAA grant offer for $406,000 that would be used for perimeter fencing at Foley Municipal Airport. The city's share of the grant is $110,000.

A resolution not to exceed $8,500 was approved to hire Hatch, Mott & McDonald for professional civil engineering services and landscape architect design for the Events Center.

Salary adjustment resolutions were approved that bring the director of the Senior Center to $51,825 annually and the Environmental Management director to $60,000 annually.

In other council action, a resolution was approved for an ordinance establishing a Commercial/Historic district in the city. The rules were suspended for immediate adoption of the resolution.

Rules were also suspended for immediate adoption of a resolution on the amendment and restatement of the Public Redevelopment Authority, which is an entity not unlike an Industrial Development Board that offers incentives and inducements to businesses that qualify.

A resolution was approved whereby the city enters into an agreement with the Alabama Department of Transportation (ALDOT) for left turn lane construction at the intersection of Highway 98 and Hickory Street. The state will reimburse the city for half the cost of the construction.

With councilmen Wayne Trawick and Charlie Ebert III abstaining, the council approved Hutchinson, Moore & Rauch LLC's proposal for construction surveillance and material testing at Foley Industrial Park. The amount is not to exceed $56,300 and will be subcontracted with Geotechnical Engineering-Testing Inc.

Joyce Gaar, representing the Performing Arts Association along with others from PAA, gave individual recognitions to the city's Parks Department under supervisor Mark McKenzie for their diligence and effort in making Art in the Park another success.

Among those reappointed to boards were: Mary Freeman to the Revitalization & Beautification Board; Joe Maurin to the Construction Board of Adjustments and Appeals and Will Hunt as an alternate; and Don Hiebl to the Housing Authority Board.

Councilmen heard fellow council member Walter Heard announce that he has been appointed to a statewide Health Conference by Gov. Bob Riley.
