DAPHNE — A moratorium on rezoning for multifamily development in Daphne will be extended another six months while city officials work on a long-range plan for the municipality.
The Daphne City Council voted unanimously Monday, March 7, to approve the extension. The council had enacted a six-month moratorium in September that would have expired this month.
Mayor Robin LeJeune said the extension would allow the city time to complete a long-range plan for Daphne.
"It would be good to have that in place before we do anything else," LeJeune said. "We're working on that right now."
Councilman Ron Scott made the motion to extend the moratorium. Scott was one of two council members who voted against the initial moratorium in September but said the city should complete plans before committing to more rezoning for development.
"This will give us time to develop our long-range plan," Scott said after the vote. "Right now, we are in the middle of that and we're hoping that that can be done and that will give us some direction before we move forward."
Daphne officials and residents began work to develop the city's 20-year growth plan, Envision Daphne 2042, in November 2021.
At the time, officials said the city's population increased 65% in the previous 20 years, from 16,581 to 27,462.
The city will conduct two community workshops on the plan March 21.
The Envision Daphne 2042 Open House will begin at 3:30 p.m. at the Daphne Civic Center. That workshop will be followed by the Daphne Futures Workshop at Daphne City Hall at about 7 p.m.
The Daphne's Community Development Department is coordinating the events to discuss the city's growth and land development patterns with residents. City officials and representatives from Orion Planning and Design, the consultant working with Daphne on the project, will be at both meetings to talk to residents.
"We look forward to hearing from our citizens and encourage them to participate in planning for the vision of Daphne's future," said Troy Strunk, executive director of city development. "Input directly from our citizens is vital in this planning process, as it gives us a more complete understanding of how our community members wish to see their city develop and grow."
On March 21, city and Orion representatives will conduct a presentation on the concept plan for the project. That meeting will be at Daphne City Hall at about 7 p.m. after the Planning Commission meeting.
The meetings will help city officials prepare the plan using residents' opinions and suggestions, according to a Daphne statement.
