It is just a number.

Only three.

But that small number puts Baldwin County among the highest in Alabama for noncitizen ballots cast, even though the population is smaller than Jefferson, Madison and Mobile.

As previously reported by GCM, Alabama election officials identified 186 noncitizens who were illegally registered to vote statewide, with 25 of them casting ballots in past elections, according to updated data from Secretary of State Wes Allen.

The news release from Allen's office shows where those registrations and ballots occurred. The findings span multiple counties and include Baldwin County, which reported 14 registrations and three individuals with voting histories.

Allen released a county-by-county breakdown after initially announcing the totals last week. Jefferson County recorded the highest number of noncitizen voter registrations at 25, followed by Madison County with 21, Mobile County with 19 and Baldwin County with 14. This order mirrors the order of the state's top four largest counties by population. According to U.S. Census population estimates for 2024, Jefferson County's population is 664,744, Madison County's population is 423,355, Mobile County's population is 412,339, and Baldwin County sits at 261,608.

From the official 2020 Census to 2024, the most recent estimate update, Baldwin and Madison counties are growing, while Mobile and Jefferson counties are shrinking.

As of 2025, Jefferson County reported 489,886 registered voters, Madison County reported 327,498, Mobile County reported 307,087, and Baldwin County reported 207,398, according to the Alabama Secretary of State website.

"I have been clear that our elections should be decided by American citizens and only American citizens. Through a cooperative effort with the Department of Homeland Security and U.S. Citizenship and Immigration Services, my office used the federal SAVE database to identify the names of people who are not American citizens but who registered to vote and, in some cases, cast ballots in our elections. I will not tolerate this," Allen said in the news release.

HOW MANY VOTED?

Baldwin County reported three individuals with voting histories, placing it among the highest counties in that category.

Montgomery County, with 157,500 registered voters and a population of 228,894, also reported three. Lee County, which reports 130,707 registered voters and a population of 187,847, joined Jefferson County with two reports of voting histories each. Other counties reporting at least one voting history include Blount, Chilton, Clarke, Colbert, Franklin, Henry, Houston, Madison, Marion, Marshall, Mobile, Morgan, Pike and Tallapoosa.

The identification effort began after Allen's office entered a memorandum of understanding with the Department of Homeland Security and U.S. Citizenship and Immigration Services, granting access to the Systematic Alien Verification for Entitlements program. Each person flagged was given an opportunity to prove citizenship. Those who did not provide documentation were removed from voter rolls, a process the office said has been completed.

Allen said the cases will be referred to local, state and federal law enforcement authorities for review and any appropriate action.
