U.S. Rep. Shomari C. Figures, D-AL, has introduced legislation aimed at protecting American cattle producers by reversing President Donald Trump’s proclamation allowing 300,000 metric tons of beef to be imported into the United States and sold below market rate.
Figures introduced the Protecting American Beef Producers Act on Sept. 2, saying the measure would reverse the president’s proclamation and prevent the president or other federal officials from taking similar steps without congressional approval, according to a news release from his office.
“Alabama farmers are already struggling to make ends meet thanks to skyrocketing input costs caused by the President’s war with Iran and retaliatory tariffs stemming from his reckless trade policies,” Figures said in the release. “The President’s beef order is yet another move that takes direct aim at the well-being of our agricultural community. I’ll always stand up for our farmers, and that is why I’m proud to introduce this bill to undo the President’s proclamation and prohibit the President or any official from taking this action without congressional approval."
The legislation would nullify Presidential Proclamation 11059, issued Aug. 26, titled “Further Ensuring Affordable Beef for the American consumer” and published at 91 Fed. Reg. 55989.
The bill would also require all beef and beef products imported into the United States to be subject to the full amount of all applicable tariffs, taxes and fees without exception.
In addition, it would prohibit the president or any other official from waiving, suspending or otherwise reducing tariffs, duties or fees on imported beef or beef products unless Congress expressly enacts a law or declares a state of emergency related to the capabilities of the domestic American beef supply.
Figures’ legislation follows his call for a House Committee on Agriculture hearing to examine the potential effects of the president’s proclamation on American cattle producers, the domestic cattle herd and the long-term stability of the nation’s beef supply chain.
Figures also has introduced the Tariff Impacted Farmer Support Act of 2026, which would authorize up to $15 billion in relief for family farms.
