County Commissioner Billie Jo Underwood has been announced as the recipient of the Area VI Alabama Soil and Water Conservation Districts (SWCDs) Outstanding Elected Official. The award was presented by Justin House, area president, during the Sept. 15 annual meeting held in Monroeville, Alabama.

Since joining the Baldwin County Commission in 2018, Underwood has been a friend to the Baldwin County Soil and Water Conservation District and the conservation community. In September 2020, Underwood was a voice for Baldwin County's agriculture community when she met with then Secretary of Agriculture Sonny Perdue and Alabama Agriculture and Industries Commissioner Rick Pate, who toured her family-owned pecan farm following Hurricane Sally.

In August 2021, Underwood welcomed Alabama Conservation District Employees (ACDEA) members to The Lodge in Gulf Shores for their annual summer workshop.

Underwood was born in Foley, Alabama, and is a life-long resident of Baldwin County. She and her husband, Gary, a Foley native, reside in Summerdale, Alabama. The pair run their family business, Underwood Pecan Farm, which Underwood enjoys working on during the pecan harvesting season during the fall.

Underwood is a graduate of Foley High School and earned her Associates Degree in business administration from James H. Faulkner State Jr. College and is a graduate of the University of South Alabama where she earned her Bachelor of Science Degree in accounting. A certified public accountant, Underwood has over 30 years of experience in financial and tax accounting and is a partner at Giles, Underwood, and Wilson, LLC in Summerdale, Alabama.

Underwood is a past member of the Baldwin County Planning and Zoning Commission (2008-2012) and the Town of Summerdale's Planning Commission (1996-2018). A republican, Underwood is currently serving her first term on the Baldwin County Commission.
