SILVERHILL, Ala. — Silverhill Council members Jared N. Lyles and Shirley Stephens will serve another four years on the Silverhill Town Council.
The Silverhill Town Council voted at its regular meeting Monday night to certify the election of Place 3, which is held by Lyles, and Place 5, held by Stephens, after the two incumbents qualified unopposed for their respective races.
Both Lyles and Stephens abstained from voting for their certifications, which were voted on unanimously with all Council members present.
Lyles, a local attorney, was appointed last year to fill the Council seat vacated by Mayor Tim Wilson after Wilson was appointed mayor in May of 2007 to replace Frankie Kucera.
Stephens, a postal clerk with the Foley Post Office, begins her second term on the Council after first being elected in 2004.
Wilson, along with three other council members, will face opposition for elections slated for Aug. 26.
Wilson will seek his first full term as mayor after serving 12 years on the town council. He will be opposed by Alan R. Norden.
In Place 1, Michael Allegri, who was appointed to the council in July of 2005, will seek his first full term, opposed by Bert W. Jones. Steve Brooks will seek a fifth term in Place 2, opposed by Tonie Norden, and John Ullrich will seek a third consecutive term in Place 4, opposed by Rodney Criswell.
All of the candiates for office in Silverhill were present at Monday’s meeting.
In other business Monday, the council appointed Town Clerk Bonnie McNeil to fulfill electorial duties, including ordering ballots and election materials, for the upcoming election. By law, because Wilson is running for office, a “disinterested party” has to be appointed to perform those duties that would normally be performed by the mayor.
It was also announced that a political forum for Silverhill’s candidates will be held at 6:30 p.m. Aug. 14 at Town Hall. The Rev. John Price, pastor of the Orange Beach Baptist Church, will mediate the forum.
The council also voted Monday to pay Layne Central $46,878 for final payment to replace the town’s well at the Silverhill Ball Park.
The council agreed to grant final payment for Layne Central at its July 7 meeting for the project, minus $6,000 or about 30 days in liquidated damages.
A bill for $66,919.37 was presented at the Council’s May 19 meeting, but was tabled by Council members. An ADECA grant for the project paid part of the bill.
At a previous meeting, the council approved financing for the payment with Citizens’ Bank in Robertsdale.
The council also approved payment for the town’s gas system from Riviera Utilities in the amount of $175,000 at Monday’s meeting.
Council member Steve Brooks, an employee of Riviera Utilities, abstained from voting on the measure which otherwise passed unanimously.
In other business Monday, the council:
— Tabled a request to rezone property on Sixth Street behind Silverhill Antiques. A public hearing was held Monday in which adjacent property owners spoke out against the proposal which would rezone property from R-2, residential, to B-2, business. The council tabled the measure in order to hear from the property owners, who were not present at Monday’s meeting because of health issues.
— Heard a proposal from Ricky Biggs asking to use the town’s fire hydrant for burn clean-up. Wilson said he contacted ADEM and was told that no burning would be allowed in town until November, so the town would not be able to entertain the request until then.
— Approved a request by the Baldwin County Commission allowing the annual Angel Ride to come through town on Nov. 8.
— Announced that the town will have a booth at the Eighth Annual Heritage Harbor Days in Foley Nov. 7-9 at no cost to the town.
— Wilson informed council members that he would be seeking two grants from Alabama Power. A $2,000 grant for trees in town, and a $4,000 grant to provide shrubbery around town signs.
— Council members were invited to participate in the Central Baldwin Chamber of Commerce’s Flavors of the South, Aug. 21 at the Baldwin County Coliseum in Robertsdale.
— Announced that the town will contract with the city of Daphne to house prisoners at a cost of $42 per day. Unlike the current contract with the Sheriff’s Department, Chief Kim Wasdin said Daphne would work with the town to prorate costs of over half a day and would not be charged if the prisoner were housed for less than half a day.
