If the toll booths are moved north of County Road 20, will there be a toll for anyone traveling south of the toll booths?

In other words if you go south on the bypass express road you will be tolled. That will cover people going to their homes north of the bridge, like Glen Lakes and the subdivisions off County Roads 20 and 12. Looks like you are just moving the toll north to pick up more cars to be tolled. Makes no sense.
