Silverhill Council passes balanced budget

SILVERHILL, Ala. – The Silverhill Town Council passed its fiscal budget for 2011-12 with a slight budget surplus at its meeting Monday night at Silverhill Town Hall.

Budget figures for the fiscal year beginning Oct. 1 show operating income and expenses of just over $900,000 with a budget surplus of $8,500 for 2011-12, offsetting a budget deficit of just over $11,000 for the 2010-11 fiscal year.

The budget reflects projected income of $935,325 for the next fiscal year, including General Fund income of $550,400, Utility Fund income of $366,100, plus Library income of $7,725 and income from a state gas tax of $4,400.

The budget shows total expenses of $926,825, which include $396,050 in projected expenses for the Utilities Department, $255,015 in projected general government expenses, $131,660 in projected expenses for the police department, $94,150 in court expenses, projected expenses of $12,400 for the library, $11,600 in projected expenses for the Street Department, $15,200 for the Sanitation Department, and $6,800 in Recreation Department expenses.

The town council voted unanimously to pass the budget with all council members present at Monday’s meeting.

In other business Monday the council passed a pair of resolutions setting up checking accounts.

First, the council passed Resolution 446 setting up a checking account for the Save the Little Hall Committee.

The council voted to pass the measure with a slight change, taking out specific names in the resolution and using just the titles of mayor, mayor pro-tem, Committee chairman and treasurer for the account, which will begin with a balance of $969, funds raised from donations received at the town’s Heritage Day celebration last month.

The town council voted to proceed with setting up the account at the Sept. 19 meeting, pending Monday’s vote.

In order to change the resolution, the council was first required to vote unanimously to suspend the rules, then vote on the change in the resolution, which also passed unanimously.

Mayor Tim Wilson reminded council members Monday there will be a public meeting on Monday, Oct. 10 at 5 p.m. with the Save the Little Hall Committee to address concerns over moving the facility.

In other business, the council passed Resolution 447 setting up a checking account for the Little Miss Heritage Pageant. The account, which will begin with a balance of $1,541.16, profits from the last two years of the pageant, will be used for future pageant expenses.

The Resolution required account checks to include two signatures, one being the Silverhill Town Clerk-Treasurer, who is authorized to make deposits and transactions, and the other being either the mayor, mayor pro-tem or Committee chairman.

In other business Monday, the council:

• Voted to donate $450 to the Silverhill School PTA for the purchase of AR Reading t-shirts. Council member Shirley Stephens voted against the measure.

• Approved a cell phone contract with Verizon.

• Renewed the town’s annual contract with the Central Baldwin Chamber of Commerce at a cost of $350. Council member Steve Brooks, who is currently serving as president of the Chamber’s Board of Directors, abstained from voting on the measure.

• Voted to once again name Mary deLaunay as Silverhill’s Chamber representative for 2012.

• Approved a dispatch contract with the town of Loxley for the fourth quarter of 2011 at a cost of $3,300. Council member Bert Jones voted against the measure.

• Tabled action on an engineering contract with Goodwyn, Mills and Cawood for construction of the new Silverhill Community Center Building to address concerns presented by town attorney Josh Myrick.
