SILVERHILL, Ala. — The Silverhill Town Council passed its budget for 2010-11 at its meeting Monday night at the Silverhill Town Hall.
Projected figures for the next fiscal year show a nearly $200,000 budget reduction from a year ago, with projected revenues again slightly less than projected expenses.
The 2010-11 budget projects total revenues of $768,375, down from $957,534.51 for the 2009-10 fiscal year and $802,130.32 from 2008-09.
The town projects total expenses of $800,945 for 2010-11, a negative difference of $32,570. Numbers from 2009-10 also show in the red with expenses of $1,020.493.10 a difference of $62,958.59. 2008-09 figures show expenses of $879,456.55 or a difference of $77,326.63.
In the town’s General fund, revenues are projected at $427,100 for 2010-11, down from $596,945.94 in 2009-10 and $479,357.85 in 2008-09. General Fund expenses for 2010-11 are projected at $282,520, down from $444,567.12 in 2009-10 and $293,680.82 in 2008-09.
The town’s Utility Fund is projected to have $326,250 in revenues for 2010-11, down from $335,927.65 for 2009-10, but a slight increase from $301,011 in 2008-09.
Other expenses, which include police, courts, street, sanitation, library, and recreation department expenses, are projected at $231,875 with total revenues for other departments at $15,025.
Figures for 2009-10 show expenses of $241,550 with reveues of $24,662 coming from other departments, while 2008-09 shows expenses of $224,860 and revenues of $21,762.
Fire department expenses and revenues, which were included in the 2008-09 and 2009-10 budgets, were substracted from the comparison totals because they were not included in the 2010-11 budget.
The council voted unanimously to approve the budget with all council members, including Mayor Pro-Tem Jared Lyles, Bert Jones, Steve Brooks, Rodney Criswell and Shirley Stephens, and Mayor Tim Wilson present at Monday’s meeting.
In other business, the council approved the hiring of a fourth full-time police officer for the Silverhill Police Department.
The Police Department has been approved for a three-year grant that will pay for the officer’s salary and other expenses, given that the town provide transportation for the officer and uniform.
Police Chief Kim Wasdin said she has been contacted by the Bay Minette Police Department with the offer to provide a car for the officer.
An additional expense of $350 for the uniform, and $50 for boots, would also have to be added to the 2010-11 budget.
“We’re going to do whatever it takes to make this happen, make the council happy and provide protection of our citizens,” Wasdin said. “We have become a family here.”
In other business Monday night, the council:
— Voted to table writing off utility debts in the amount of $2,130.35 to look into hiring a collection agency for some of the amount.
— Voted to send town clerk Patricia Bankester to a Town Clerk Conference Nov. 16-19 in Orange Beach at a cost of $275.
— Purchased a full-page ad in the Angel Ride program at a cost of $150.
— Approved the purchase of new signs from Vulcan Sign of Foley at a cost of $668.88.
— Renewed the towns contract with RDS for business license collections.
— Set a workshop meeting for 6 p.m. Monday, Oct. 11 to discuss the donation of two acres of land near Oscar Johnson Park.
