Roadwork finished at Baldwin County 12 and Alabama 59 intersection in Foley

Construction is complete on a series of transportation improvements at the intersection of Baldwin County 12 and Alabama 59, a busy junction in Foley that has seen growing traffic volumes in recent years.

Contractors and engineers announced last week that the project was finished. Work began in February 2025 and included roadway widening, extended culverts and a full upgrade of traffic signals designed to improve safety and traffic flow while increasing the intersection’s resilience during severe weather.

Left and right turn lanes were added on Baldwin County 12, while new right turn lanes were constructed on Alabama 59. Crews also replaced wire-mounted traffic signals with mast arm signals, an upgrade that allows the system to better withstand high winds and other extreme conditions.

During part of the construction period, traffic on the east side of the intersection along Baldwin County 12 was detoured so crews could safely widen the roadway and extend culverts beneath it.

The Alabama Department of Transportation administered the project, which was funded through a $2 million Alabama Transportation Rehabilitation and Improvement Project II grant, known as ATRIP. The final cost totaled $1.83 million, coming in under the approved grant amount and eliminating the need for additional city or state funding.

Officials said the improvements are expected to ease congestion, improve turning movements and enhance long-term durability at one of Foley’s key transportation corridors.
