Residents can view committee report on Web site

FAIRHOPE, Ala. — The city Web site now includes a report prepared by the Strategic Planning Steering Committee, which lists “critical issues” facing the city with recommendations for addressing them.

The report, which was submitted to the City Council this summer as part of the steering committee’s mission to “assist the mayor and department heads in the formation of a three-year strategic plan for the city” can be found at: http://www.cofairhope.com/pdf/spscreport.pdf.

The four critical issues identified are the city’s aging computer system; lack of a management or replacement plan for vehicles; condition of city equipment and infrastructure; and human resource allocation, utilization and training. Other issues deemed less critical were also identified by the committee.

The report lists in detail the needs of various departments regarding some of those issues, and summarizes what remains to be done for creation of a city strategic plan, including establishing priorities for the city, determining resources and funding to address those priority issues, assignment of responsibilities, and designating an implementation timeline.

One thing the all-volunteer steering committee has not yet done is to solicit information from the public in a series of public meetings envisioned in the original documents that led to the current strategic planning effort.

During a meeting last month, the committee decided to delay that stage of the process until at least early next year.

“In general, all of the issues identified by the steering committee cannot be accomplished immediately or within a year. Many are multiyear projects,” the minutes from that meeting state. “However, the foundation is being laid and the forward-planning and budgeting is being done so that these issues will be addressed.”

At a meeting of the Financial Advisory Committee last week, that group decided to focus its current efforts on three issues, one of which was the vehicle management plan identified by the steering committee.

A number of human resource projects with which the steering committee has been involved, including an updated personnel manual, organizational chart, job descriptions and wage scales, will be presented to the City Council in the near future, according to the October minutes.

The next meeting of the Strategic Planning Steering Committee is tomorrow, Nov. 5, at 2:30 p.m., at the James P. Nix Center.
