Resident concerned the city is looking to purchase a neighbor’s property; says she was not informed of plans

DAPHNE, Ala.— A woman approached the City Council Monday with questions regarding the city’s plans for her neighborhood, which is near Campbell Swamp.

The city voted to finalize the land swap with Daphne Utilities, which gave the city property in Campbell Swamp, on Monday. The council is also seeking a grant to purchase additional property for sale and adjoins the property acquired from Daphne Utilities.

Donna Ballard said she was not informed the city had any intentions to buy the Ennis property, which adjoins her property.

“Something is wrong when you don’t tell your citizens what you are planning to do in their own backyard,” Ballard said. “Being the property owner next to that property, I was not notified. I am insulted by that. I pay my property taxes, I think I am a good citizen; my husband is as well.”

Ballard was also concerned what the city planned to do with the property if it was acquired.

“I live in Campbell Creek and Campbell Swamp. I share Campbell Creek with my neighbors and I am really concerned about what the use of this property is going to be when it is obtained by the city. I really am concerned about this,” Ballard said. “I purchased my property to live in a residential area, not a recreational or a public area. Many of our neighbors have worked diligently trying to get Campbell Swamp preserved.”

The council did not vote on the Ennis property purchase Monday, but members are expected to address the issue at a later council meeting.

Councilman Ron Scott said the initial plans for the Ennis property include a possible boardwalk to view the swamp, but the council plans to preserve the swamp.
