Multi-agency investigation leads to child abuse arrest in Foley case

A months-long, multi-state investigation into alleged child abuse culminated in the arrest of a 43-year-old woman over the weekend, according to a news release from the Foley Police Department.

The case began in late January, when the Florida Department of Children and Families contacted Foley police requesting a welfare check on a juvenile believed to be living within the department’s jurisdiction. The child had reported to Florida officials that her mother was abusing her, according to the release.

Foley officers responded to the residence and made contact with the juvenile and her mother, identified as Deysy Xiomara Perez-Mendez. While officers observed that the child appeared to be in good health and showed no visible signs of harm, they requested assistance from the Baldwin County Department of Human Resources due to the nature of the allegations, according to the release. DHR later removed two children from the home as a precaution while the investigation continued.

According to the Foley Police Department, the case expanded to involve multiple suspects across several states and jurisdictions. Investigators ultimately developed sufficient probable cause and evidence to pursue charges against Perez-Mendez.

She was arrested April 18 by the Poarch Creek Police Department and charged with torture or willful abuse of a child. One juvenile victim in the case was located in the city of Foley, according to the release.

Due to the scope of the investigation and the number of agencies involved, authorities said no additional details will be released at this time.
