Loxley officers cleared in September shooting

LOXLEY, Ala. — Four Loxley police officers were cleared of wrongdoing in the shooting of Raymond Schaefer, 48, of Dulac, La. Schaefer was a suspect in a Sept. 19 Malbis bank robbery.

The grand jury review is normal in such cases, said Major Anthony Lowery, a spokesperson for the Sheriff's department at the time of the incident.

According to a release from the Baldwin County District Attorney’s office, “The Grand Jury has reviewed the incident involving officers with the City (sic) of Loxley Police Department and the death of Raymond Schaefer. The Grand Jury finds that the use of force by the Loxley Police Officers was appropriate and justified.”

Events started the morning of Sept. 19, shortly after 9 a.m. when Schaefer is said to have robbed the Regions Bank in Malbis, and left driving a Chevy truck. According to officials, Loxley police officers spotted the truck heading eastbound on I-10. The officers stopped the truck, just east of the Wilcox exit, and Schaefer exited the truck.

Instead of complying with officer’s demands that he put his handgun down, Schaefer is said to have drawn on the officers.

The Loxley officers fired (press reports say one officer’s gun malfunctioned) and Schaefer died at the scene.

According to police, Schaefer had a small handgun and two other weapons. The money from the robbery was recovered. The police did not say how much was taken or recovered.

At the request of the Loxley Police Department, the Baldwin County Sherif’s Office investigated the case. The Loxley officers were placed on administrative leave with pay until the matter could be fully investigated. The officers returned to duty within a week after a preliminary investigation reported that the officers did nothing wrong in this incident.
