LOXLEY, Alabama — The Loxley Town Council approved an engineering proposal for on-site review and inspection for infrastructure, while tabling a request for road maintenance for a pair of local subdivisions at its meeting Dec. 12.
Attorney Shawn Alves with Stone, Grenade and Crosby, the town’s legal representative, requested that the council table the request for road maintenance of Stonebridge Phase 1B and Osprey Ridge, pending the results of an engineering review by Goodwyn, Mills & Cawood, which was approved at the Monday night meeting.
Under the terms of the contract, Goodwyn, Mills & Cawood will provide an onsite review and inspection of subdivision infrastructure at Stonebridge Phase 1A and 1B and Osprey Ridge.
This will include roadways, curb and gutter, utility infrastructure, drainage infrastructure and sidewalks.
The review will also include geotechnical reports, plans and details, along with construction reports for the subdivisions.
Goodwyn, Mills & Cawood will provide recommendations for future development within the subdivisions and will provide separate reports for each section of the development.
The request was approved unanimously at the Dec. 12 meeting, pending cost not to exceed $4,000. All council members were present at the meeting.
The council then voted unanimously to approve Alves request to table accepting road maintenance for Stonebridge Phase 1B and Osprey Ridge, pending results of the engineering review.
In other business Dec. 12, the council approved payment through grant funds of invoices totaling $165,224.10 for a sewer and drainage rehabilitation project.
In November of 2015, the town received a letter stating that the town had received conditional approval for a $350,000 Community Development Block Grant through the Alabama Department of Economic and Community Affairs.
In June of last year, the town council voted unanimously to authorize submission of the grant, which would pay 90 percent of the total cost for the $385,000 project.
According to the grant application, filed by the South Alabama Regional Planning Commission on behalf of the town, “Loxley has identified community development needs and determined that there is a critical need to provide sewer and drainage rehabilitation in an older area of the town where high concentrations of low- to moderate-income persons reside.”
An estimated $171,250 will be spent on sewer rehabilitation, while an estimated $130,000 has been slated for drainage improvements.
The grant area includes a western portion of town from St. Albin Street south to West Relham Drive including North Cedar Street, North Walnut Street, North Oak Street, County Road 49 and a small portion of North Pine Street.
On Dec. 12, the council approved payments through grant funds of three invoices for the project including:
• $14,400 for administrative services through Grant Management LLC.
• $7,424.10 for engineering services with Goodwyn, Mills and Cawood Inc.
• $143,400 for construction with Insituform Technologies LLC.
In other business Dec. 12, the council:
• Approved a parade permit for the Baldwin County Strawberry Festival/Loxley Church of God 5K run on April 8.
• Approved a parade permit for the annual MLK March on Jan. 16.
• Approved the transfer of alcohol license application for Piggly Wiggly.
• Approved a request to install a street light at Highway 59 and County Road 49. A request to erect a “No Through Street” sign by Neal Road was denied.
• Tabled action on a petition to remove an island at Timber Ridge Subdivision after concerns were expressed by a nearby resident.
• Approved repairs to a ladder truck for the Loxley Volunteer Fire Department.
• Approved Ordinance No. 2016-31 establishing regulations for food trucks in town.
• Approved Ordinance No. 2016-32 franchise agreement with Cable Options.
