District 64 House Representative Harry Shiver surprised the new Baldwin County Elementary School Teacher of the Year, Anne Arnold Davis, when he dropped by Bay Minette Intermediate School to present her with a state proclamation. Her students applauded loudly after Mr. Shiver read the proclamation honoring the BMIS fifth grade teacher.
