FOLEY, Ala. — Four public hearings were held Monday prior to convening the Foley City Council meeting.
Mary Broad, who identified herself as the vice-chair for the Collinwood Homeowners Association, was the only person to speak during the public hearings. She thanked the city for taking care of a grass and weed abatement situation at 409 Collinwood Loop. She also noted there have been quite a few foreclosures within the subdivision and that there appears to be some vandalism at the 409 residence as well.
The other three sites violating the city’s grass and weed ordinance are 513 W. Begonia Ave., 507 S. Cedar St., and 17926 Fancy Blvd.
In council action, Foley Police Department recommended approval of two liquor licenses for two businesses. With FPD’s recommendation, council members agreed to recommend approval of the licenses to the ABC Board in Montgomery. The licenses were a Lounge Retail Class I Liquor license for El Rey de Oros II at 1157 S. McKenzie St. and a Restaurant Retail Class I Liquor license for Los Tacos at 740 W. Laurel Ave.
In other council action, Ken Underwood was appointed to the Museum Board to replace Charles Boller, while Erick Crosby was named a full voting member of the Board of Adjustments & Appeals. Randy Arp was approved as an alternate to the Board of Adjustments & Appeals.
Council members approved sanitation write-offs totaling $415.02.
First readings were approved of amendments to the Electrical Contractor Ordinance regarding business licenses and building permits. Councilman Ralph Hellmich said the amendments were “closing the gap” with what the city has been working on in that regard since 1995.
A resolution was approved regarding a memorandum of understanding between the City and Hutchinson, Moore & Rauch LLC regarding use of Geographic Information System (GIS).
A resolution was approved rescinding a resolution regarding bids for the Foley Event Center Project. Mayor Pro Tem Wayne Trawick, who conducted Monday’s meeting in the absence of Mayor John Koniar, said the City is unable to move forward with the Events Center Project at this time and the action taken notified contractors and bidders of that fact.
The council agreed not to exceed $12,000 in appraising some of the railroad right-of-way property owned by the City. Councilman Charlie Ebert III abstained.
The council also agreed to authorize David Thompson of the Recreation Department to purchase a used truck, not to exceed $10,000.
Approval was given for an amendment to an ordinance that includes a section on inflatables in the park and hold harmless agreements.
Approval was also given allowing The Society for Creative Anachronism Inc. to use Heritage Park on Sundays for medieval weapons practice.
Resolutions were approved regarding HMR’s construction surveillance contract for the North Airport Drive Extension in the amount of $46,500 and S.A. Graham’s bid for the extension project of $1,109,077. Trawick noted the original estimate for the extension project was $1.6 million.
Also approved was $8,570 for storm water drainage pipe repairs at Bay View Drive and $9,254 for the same type repairs at Durby Lane.
Approval was given for $66,543 in funding for Graham Creek Drive, a road down to the new canoe launch at Graham Creek Nature Preserve.
Funding in the amount of $5,096 was also approved for an upgrade to Foley Fire Department’s communications console.
