Fairhope City Council to consider appointing Greeno Road study committee tonight

FAIRHOPE, Ala. - The City Council will consider a resolution tonight to establish and appoint a committee regarding the development of North Greeno Road.

The resolution was drafted April 5 by Councilman Rick Kingrea to have the council appoint a committee “under the auspices of the Planning Commission to study and develop a plan for the development of Greeno Road from Gayfer Avenue to County Road 104.”

The resolution itself would appoint Dick Charles as committee chairman, who now serves as vice chairman of the commission, and “will include at least one Councilmember, Ralph Thayer, and other concerned citizens,” according to the language recommended by Kingrea.

During the commission’s annual public input meeting last week, several Greeno Road property road owners spoke in favor of developing a plan for that area and for the creation of a committee to study the issue to include some citizen members.

Kingrea, who also a commission member, recommended the resolution language to the city clerk the next day.

Although there was discussion at the April 4 meeting about reviving a prior committee to study the North Greeno Road issue, Jonathan Smith, the city’s planning director, said he did not believe an official committee exists or was ever created.

“Dick Charles has tried to meet with some of the concerned property owners along Greeno Road to help them try to find a solution to their issues,” Smith said Monday.

With some exceptions regarding special boards and committees, the city does not have an ordinance or resolution on how committees in general are to be established or appointed by the council.

Unlike tonight’s proposed resolution, those special committees created by ordinance do not name the chair or people who will be appointed, but set out categories of persons, and the procedure by which they will appointed and who has the authority to do so.

The council does have a procedure to allow interested residents to submit their resumes in order to be considered for vacancies and new appointments on committees and boards.
