CAPITOL ROLL CALL – JAN. 19-23: Baldwin County lawmakers back unanimous state bills as Congress tackles spending, land use and social policy

These are the recent bills that were adopted by both Alabama legislative chambers to become law. Baldwin County has three state senators and seven state representatives.

The Alabama Legislature generally meets three days a week during session, with Tuesday and Thursday being voting days on the floor and Wednesday being days for committee meetings.

HB59 — As passed the House of Representatives would reduce the expenses of the State Board of Public Accountancy by approximately $5,000 for any change in the administrative rules for professional conduct proposed by the board by allowing the board to email the change to registered public accountants, instead of sending notice by mail, as provided by current law.

SB12 — Under existing law, a community development district may be created within a dry county, which permits the sale of alcoholic beverages within that district. This bill would repeal Act 2025-294, which had authorized the annexation of a certain type of community development district by a wet municipality in the county where the district is situated.

House members logged a lengthy series of floor votes last week on bipartisan bills, rules for debate, amendments and major appropriations measures. Baldwin County is represented in the 1st Congressional District by Republican Barry Moore.

H.R. 5763 — Main Street Parity Act

Action: Motion to suspend the rules and pass the bill agreed to Jan. 20 by a 383-8 vote. The bill eases equity requirements for certain Small Business Administration loans to help small businesses finance property acquisition, construction and expansion.

H.R. 5764 — Main Street Parity Act, related measure

Action: Motion to suspend the rules and pass the bill, as amended, agreed to Jan. 20 by a 395-14 vote.

H. Res. 1009 — Rule for consideration of H.R. 6945, H.R. 6359 and H.J. Res. 140

Action: House ordered the previous question Jan. 21 by a 212-210 vote and adopted the resolution later that day by a 213-210 vote.

H.R. 6945 — Supporting Pregnant and Parenting Women and Families Act

Action: House rejected a motion to recommit Jan. 21 by a 209-213 vote and later passed the bill by a 215-209 vote. The bill allows states to use TANF funds for pregnancy centers that provide material and counseling support.
