Congress wrapped up last week with Senate action on federal spending and a failed attempt to roll back health insurance exchange rules. Lawmakers now turn to a crowded House calendar that will shape next week’s report.

U.S. SENATE

H.R. 6938 — FY2026 consolidated appropriations

The Senate voted on final passage of H.R. 6938, a consolidated appropriations measure funding federal operations through Sept. 30, 2026. The bill packages three of the 12 annual spending measures: Commerce, Justice, Science and Related Agencies; Energy and Water Development and Related Agencies; and the Department of the Interior, Environment and Related Agencies. Funding covers agencies including the Departments of Commerce, Justice, Energy and the Interior, NASA, the National Science Foundation, the U.S. Army Corps of Engineers, the Environmental Protection Agency, the Forest Service and the Indian Health Service. The bill also sets limits and conditions on the use of appropriated funds.

Action: Passed the Senate on Jan. 15 by a vote of 82-15, with three not voting.

S.J. Res. 84 — CMS marketplace rule

The Senate considered a motion to proceed on a joint resolution seeking to nullify a Centers for Medicare and Medicaid Services rule affecting Affordable Care Act marketplaces. The rule standardizes open enrollment dates, expands eligibility verification for special enrollment periods, prohibits DACA recipients from enrolling through exchanges or state Basic Health Programs and restricts coverage of certain sex-trait modification procedures as essential health benefits.

Action: Motion to proceed rejected on Jan. 13 by a vote of 47-52, with one not voting.

U.S. HOUSE OF REPRESENRATIVES

House members logged a series of floor votes last week, clearing several bipartisan measures under suspension of the rules, adopting a closely divided rule for debate and rejecting a workforce education proposal. Baldwin County is represented in the 1st Congressional District by Republican Barry Moore.

H.R. 2683 — Remote Access Security Act

Action: Motion to suspend the rules and pass the bill, as amended, agreed to Jan. 12 by a 369-22 vote.

LOOKING AHEAD: HOUSE AGENDA FOR THIS WEEK

The House is scheduled to consider several measures, with many expected to move under suspension of the rules. Bills on the tentative calendar include the VSAFE Act of 2025, the Veterans Law Judge Experience Act of 2025, the Northern Mariana Islands Small Business Access Act, the Main Street Parity Act, the AI for Main Street Act, the AI-WISE Act and the 504 Program Risk Oversight Act.

Measures expected to be considered under a rule include the Supporting Pregnant and Parenting Women and Families Act and the Pregnant Students’ Rights Act. Lawmakers are also set to take up a joint resolution disapproving a Bureau of Land Management rule involving the withdrawal of federal lands in Cook, Lake and Saint Louis counties in Minnesota.

In addition, the House agenda includes floor action on the Consolidated Appropriations Act, 2026, and the Department of Homeland Security Appropriations Act, 2026, continuing work on remaining fiscal year spending priorities.
