CAPITOL ROLL CALL – Feb. 9-13: House passes housing, Taiwan, veterans and energy bills; Senate confirms Justice Department nominee, advances D.C. tax measure

The U.S. House of Representatives passed housing, national security and energy supply legislation this week, along with bills addressing veterans services, firearms regulations and undersea cable permitting. Lawmakers adopted a rule governing floor debate on several measures after rejecting an earlier version and voted on multiple motions to recommit. Baldwin County is represented in the 1st Congressional District by Republican Barry Moore.

H.R. 6644 — Housing for the 21st Century Act

Action: House agreed to a motion to suspend the rules and pass the bill, as amended, Feb. 9 by a 390-9 vote. The bill revises federal housing programs, expands financing for affordable housing and modifies HUD and FHA authorities.

H.R. 1531 — PROTECT Taiwan Act

Action: House agreed to a motion to suspend the rules and pass the bill, as amended, Feb. 9 by a 395-2 vote. The bill requires U.S. officials to seek China’s exclusion from certain international financial organizations if the president determines Beijing threatens Taiwan and U.S. interests.

The rule would have set terms for floor debate on legislation addressing federal firearms law, undersea cables and critical mineral supply chains.

The Senate voted on a Justice Department nomination, weighed procedural motions on spending and tax measures and advanced a resolution overturning a District of Columbia tax law. Lawmakers also blocked consideration of a measure targeting an IRS rule and failed to move forward on a Homeland Security appropriations bill. Alabama is represented in the Senate by Republicans Katie Britt and Tommy Tuberville, whose votes are noted below.

Action: Senate invoked cloture Feb. 9 by a 51-47 vote and confirmed the nomination Feb. 10 by a 52-46 vote. The nomination places Burrows in a senior Justice Department leadership role.
