Bay Minette Council reviews airport contract work, drainage projects

BAY MINETTE, Alabama — At its meeting Monday, April 4, the Bay Minette City Council reviewed contract work underway at the Municipal airport and listened as Bobby Odom with Volkert Engineering provided updates on the multi-year drainage and storm water retention projects anticipated to cost roughly $175,000.

Both Odom, and Pat Ryan, Airport Authority chairperson, noted that 90 percent of projected cost would be paid through federal grants with a matching, state grant to cover 5 to 10 percent of final completion cost.

In other business, the council heard discussion focused on the process for appointments to the Industrial Development Board. Mayor Robert Wills explained that the nominating process to this Board would need to be reviewed.

Wills asked City Attorney Scotty Lewis and Board attorneys to review the appropriate timetable for “staggered terms” and recommend a process to ensure curative actions could be taken.

In other discussion, the council reviewed in-place employee compensatory time off and over time policies as they are applied under the federal Fair Labor Standards Act.

Finance Director Tammy Smith and Lewis pointed out that there was a need to bring employees into a written agreement outlining their options and bringing that documentation in alignment with the Fair Labor Act.

The council opted to review current employee practices in place and to consider a motion for implementing change at the next work session.

In additional action, the council:

  • Announced the proclamation of Confederate History Month in April with a featured history narrative, by Burt Blackmon.
  • Approved training request and funding for the court magistrate, firefighting training, police department candidates and city clerk.
  • Approved consideration of Resolution “2016 Back to School Sales Tax Holiday” Aug 5-6.
  • Donated $1,500 from contingency funds for the Ride Yellow event, which is set for June.
  • Approved waiver of rental fees for use of Kids Park Pavillions May 23 and 25.
  • Approved financial assistance in the amount of $358 to help pay for T-shirts for the Bay Minette Elementary School Special Olympics, April 22.
  • Approved waiver fee of Halliday Park Pavilion for the Cookies for Kid’s Cancer fundraiser event on May 7.
