Baldwin County Commission OK's watershed study for Foley south

BAY MINETTE, Alabama — A $140,000 Alabama Coastal Area Management Program (ACAMP) grant for Wolf Bay and Bon Secour waterways may offer county officials and municipalities guidelines for subdivision and municipalities with direction for runoff controls, but at least one Baldwin County Commissioner balked at the county paying half the cost of the project in cash. Baldwin County engineer Cal Markert told Commissioners Wednesday that the project will monitor all streams and rivers which flow into the bay and will be a tool to use in future growth-planning decisions. The ACAMP grant application will fund watershed studies for the Bon Secour Watershed and the Wolf Bay Watershed. The city of Foley has offered technical expertise and time of their environmental manager to assist in the application preparation and coordination with Mobile Bay NEP and the local watershed groups, but the municipality has offered no funds. Commissioner Frank Burt acknowledged the county as a conduit of the grant, but suggested Foley should pay part of the $70,000 matching funds. “Water runs downhill and there are problems in the city of Foley,” Burt said. He said city officials should consider providing money in addition to technical expertise. He also said the Commission has expended hundreds of thousands of dollars previously for studies which were either non-affective or unused. The application is due March 2. Markert said other grants may be available if this grant is rejected by ACAMP.
