DAPHNE — Traffic was a topic of interest at the Planning Commission meeting last Thursday.
Trustmark South Construction Management Inc. wants the commission to approve the annexation of a parcel of land southeast of the intersection of Pollard and Whispering Pines roads. The site plan calls for a 56-unit apartment complex to be built on this property.
At the same time however, Seaman Capital wants to build a complex with 143 units very close to the same intersection, which is currently a four-way stop.
Board members raised questions regarding how the developments would affect traffic. Some questions included:
•Would it create delays?
•How much would traffic grow in the affected areas?
•Could the intersection still function as a four-way stop, or would a traffic signal be needed?
•Who should pay for a traffic signal, if needed?
Trustmark South’s annexation was not passed, however it will still go before the city council.
Both site plans that were up for review were tabled by the commission. This means the developers can bring the plans to the commission again in 30 days.
Board members said they hope this will allow developers to sit down together and work out a plan to deal with the traffic growth issues.
Other business included:
•A motion was passed for the rezoning of Grande Pointe Apartments LLC, located south of Lakefront Drive; it will be rezoned from R-3 to R-4
•A motion was passed for the vacating of unnamed rights-of-way of Highland Farms

•Site plans were approved on Bay Title, to be built at the intersection of Wilson Avenue and Dolphin Street
•Master plans for the Renaissance Center were approved to be build at the intersection of U.S. Highway 90 and Alabama 181
•A motion was passed for the resubdivision of the Renaissance Center, Phase 1A , lots 1 through 7; and Phase 2A, lot 1 located at the intersection of U.S. 90 and Alabama 181
