The Scholarship Program was founded in 1985 as a gift from former school teacher Thelma A. Volkert. The benefactor envisioned the program, “Toward Academic Victory”, as a support for the continued education of promising youth of Baldwin County.

The foundation provides awards to the selected students for four years of their college career. The foundation is under the direction of a board of directors chaired by Charlie Earle.

Also serving on the board are J. Larry Newton, Terry Knight, Kenneth Hanak, and Harriet Outlaw. The Collegian selection process is held in the spring of each year and applications are available through high school guidance counselors in February.
