USDA secretary appoints Cavanaugh and Carroll to lead key agencies in Alabama

U.S. Secretary of Agriculture Brooke Rollins has appointed Twinkle Cavanaugh and Monica Carroll to lead two critical USDA agencies serving Alabama’s rural communities and agricultural sector.

In a news release, Alabama Commissioner of Agriculture and Industries Rick Pate praised the appointments, highlighting the leaders’ experience and dedication to improving the state’s rural economy. Cavanaugh, a longtime advocate for rural development, was named State Director for USDA Rural Development in Alabama. Carroll, a veteran farmer from Dale County, will serve as the Farm Service Agency (FSA) State Executive Director.

“As commissioner, I look forward to working with them to improve the quality of life in rural Alabama and serve as a strong voice for our farmers,” Pate said in the release.

In her new role, Cavanaugh will oversee programs that bolster infrastructure, housing, business development and essential services across Alabama’s rural communities. She brings a wealth of experience, having served as President of the Alabama Public Service Commission and as a senior advisor in the governor’s office.

“Twinkle Cavanaugh is a dedicated advocate for Alabama’s rural communities. Her appointment as State Director for Rural Development is a win for the state,” Pate said. “Her leadership, experience and commitment to public service will ensure that critical investments reach the people and places that need them most. I’m confident she’ll make a lasting impact in this important role.”

Carroll, a lifelong farmer and influential agricultural leader, will direct the FSA in Alabama. Her responsibilities include overseeing key USDA programs that support farmers with commodity disaster assistance, conservation efforts and farm loan services. She will work closely with the FSA State Committee, a group of local producers tasked with implementing federal farm programs. Carroll previously chaired this committee during President Trump’s first term, offering her valuable insight and leadership.

“Monica Carroll is a proven leader and a true advocate for agriculture. Her deep-rooted experience and heart for farmers make her the perfect choice to lead FSA in Alabama,” Pate said. “I applaud Secretary Rollins and the Trump Administration for recognizing their exceptional leadership.”
