SECTION I ADVERTISEMENT FOR BIDS Sealed bids will be received by Baldwin County Board of Education, by Tom Waters, in the business office at 2600-A North Hand Avenue, Bay Minette, Al., 36507, until Monday, December 6, 2021 at 10:00 a.m. and then publicly opened thereafter; for furnishing all labor and materials, and performing all work required by the Baldwin County Board of Education. 2021 \d Orange Beach Elementary School Resurfacing Project This project consists of: Resurfacing, minor base repairs and new road and parking area construction for Orange Beach Elementary School. Work items include approximately 1,000 tons of Asphalt Wearing Surface, 150 tons of Asphalt Binder Layer, 500 square yards of Crushed Aggregate Base, Parking Striping, and Grading and Sodding of Shoulders. A total of Fifteen (15) working days will be allowed for completion of work. Bid documents may be obtained at Sawgrass Consulting, LLC, 30673 Sgt. E. I. Boots Thomas Drive, Spanish Fort, Alabama, 36527 for a non-refundable fee of $85.00. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than this office. Bid packages may be picked up at that location during normal operation, between 9:00 am and 4:00 pm local time. A pre-bid conference will be held at 2600-A North Hand Avenue, Bay Minette, Al., 36507 in the Board Chambers at 10:00 a.m. CST on Tuesday, November 30, 2021. In the pre-bid conference, the Baldwin County Board of Education will review the scope of work and the desired result. To be eligible for consideration, bids must be submitted on complete original proposal forms found in the Invitation to Bid package. The specifications and all executed bid forms must be submitted in a sealed envelope, clearly marked, identifying the Contractor's license number, the Contractor's name and address, the Baldwin County Board of Education's name and address, the bid name and number, and the date of the bid opening. It shall be the sole responsibility of the bidder to assure receipt of the bid at Baldwin County Board of Education prior to the published time for the bid opening. The envelopes must also be "Date and Time" stamped at the receptionist's desk when the bid packages are turned in. All Bidders must file with their bids either a cashier's check drawn on an Alabama bank or a bid bond executed by a surety company duly authorized and qualified to make bonds in the State of Alabama and made payable to the Baldwin County Board of Education in the amount of five (5%) percent of the Contractor's bid but in no event more than $10,000 and shall have a current State of Alabama General Contractors License. Furthermore, any Contractor that desires to bid as prime Contractor must have at least one of the following major classifications of license per Section 230-X-.27 of the State of Alabama Licensing Board for General Contractors Administrative Code: a) Highways and Streets b) Municipal and Utility c) Heavy and Rail Construction No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this type of work in accordance with all applicable laws of the State of Alabama. Where applicable, this shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, the awarded vendor, if non-resident of the State, and if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama, http://sos.alabama.gov/business-entities. Bidder must have a current business license or purchase a business license with the City of Orange Beach prior to work performed. No proposals shall be withdrawn for the period of ninety (90) days subsequent to the opening of proposals without the consent of the Baldwin County Board of Education. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must provide evidence by including a copy of his or her current license in the sealed envelope in which the proposal is delivered.
